Meeting Notes: Ferry Committee 2009.08.24


August 24, 2009


The Guemes Island Ferry Committee met August 24 at 7:30 pm at the Guemes Community Church.   Carl Cady, Dyvon Havens, Steve Orsini, Glen Veal, Terry Ebersole, and Allen Bush were in attendance. Meeting was adjourned at 9:30 pm.


Agenda:  1) Ferry Committee web site; 2) Handling of meeting notes; 3) GIFC meeting with County Commissioners August 27; 4) Commissioners public meeting on Guemes August 30.


Ferry Committee Web Site

It was agreed that anyone who applies for membership on the Guemes Island Ferry Committee web site will be approved.


Handling of Meeting Notes

It was agreed that meeting note takers will attempt to email draft meeting notes to Committee members within one week following the meeting. The note taker will provide a deadline for edits, and all members will attempt to respond, even if they have no additions or corrections to offer.


GIFC Meeting with County Commissioners

The Ferry Committee is scheduled to meet with each of the County Commissioners on Thursday, August 27, beginning at 1:30 pm and ending at 3:00 pm. It was agreed that discussion will focus on the status of the Round Table, with the following questions to be asked:


1.            What is the Commissioners’ position concerning Resolution 20040393, which establishes the Ferry Operations and Performance Round Table?


2.            If the Commissioners support the objectives of the Resolution, what will be done to assure that its provisions are followed, including the following:


                a.            The collaborative establishment of an annual Work Plan;

                b.            Semi-annual reports and briefings of the Commissioners by Public Works and the Ferry Committee, including the following:

                                i.              Progress on the Work Plan;

                                ii.             Review of financial performance;

                                iii.            Recommendations of fares and ferry schedule adjustments for  2010;

                                iv.           Meeting with the Commissioners on a bi-annual basis;

                                v.            Preparation of meeting agendas and summaries;

                c.             How will the above activities be accomplished until a full-time Public Works director is in place?


3.            What can the Ferry Committee do to assist the Commissioners during this time of management transition in Public Works?


Commissioners public meeting on Guemes August 30

It was agreed the following questions need to be asked at the August 30 meeting:


1.            Will the Commissioners consider restoring the weekend runs of 12:00 midnight Fridays and Saturdays and the 9:00 pm and 10:00 pm on Sundays in January, 2010? (Steve)

2.            How did the new ferry terminal building become a priority and how much parking will be lost due to the planned terminal revisions and 6th St. modifications? How will the 6th St. modifications accommodate parking during the annual ferry outages? (Carl)

3.            What is the most effective way you feel you can get public input and solve problems re: the Guemes ferry? (Dyvon)

4.            Would you consider establishing a Guemes Island Advisory Committee to cover all major areas of concern on Guemes Island? (Dyvon)


If these questions do not arise from others during the  public meeting, Ferry Committee members will attempt to ask them.


Glen will contact Linda Hammons to find out what needs the Commissioners will have for the meeting, particularly set-up at the Hall and transportation from the ferry to the Hall.


Next Meeting

Glen will reserve the Hall for the next Quarterly Ferry Committee meeting, to be held at 2:30 on Sunday, September 27.  [Post-meeting note: the Hall is not available for that date, so we will try for another date].
